Personal profile:
Hui Li is a Professor of Peking University、Chief Information Scientist of IASTIC(International Academician Science & Technology Innovation Center); Foreign Academician of Russia Academy of Natural Science、Member of Expert Committee of World Digital Tech. Academy under guidance of UN Commission on Sci.&Tech. for Developments、Fellow of IET、Senior Member of IEEE & China CCF. He received his B.Eng. and M.S. degrees from School of Information Eng., Tsinghua University, Beijing, China, in 1986 and 1989 respectively, and Ph.D. degree from Dept. of Information Engineering, The Chinese University of Hong Kong in 2000. He was Director of Shenzhen Key Lab of Information theory & Future Internet architecture, Director of PKU Lab of CENI (China Environment for Network Innovations), National Major Research Infrastructure.
He proposed the first co-governing future network arch. ‘MIN’based on blockchain technology and implemented its prototype on Operator’s Network in the world,and MIN was obtained the award of World Leading Internet Scientific and Technological Achievements by the 6th World Internet Conference on 2019, WuZhen, China. He was invited as Guest Editor of ZTE COMMUNICATIONS March 2020 Vol. 18 No. 1 (Issue 69),with topic: Domain Name and Identifier of Internet: Architecture & Systems. The first English monograph by theme of “Cyberspace UN”in the world has been published by Springer Publisher with title:《Co-governed Sovereignty Network: Legal Basis and Its Prototype & Applications with MIN Architecture》. His research interests include network architecture, cyberspace security, blockchain,distributed storage. As the first author, He has published four Monographs with field on Future network architecture, Consensus Algorithms on Blockchain, Distributed storage theory and system.

Awards:
1. "MIN: Co-Governing Multi-Identifier Network Architecture and Its Prototype on Operator’s Network", in 2023, was selected as the contribution of the Global think tank of the CAC Global Collaboration Cyberspace Community of Shared Future, released at the 10th Wuzhen World Internet Conference, and was invited to make a keynote report at international multilateral forums. In 2023, it was invited by various national ministries and provincial and municipal governments to give more than 30 keynote reports for cyberspace security, Internet of vehicles security, digital economy and big data conferences. In more than 10 open global cyber-attack competitions and Smart Driving Challenge, the shooting range and real vehicle range have not been hacked or controlled, and the bounty we provide is not lost.
2. The series of invention patents for " Architecture and Application of Sovereignty Network" won the third "Invention Initiative Award · Achievement Award" of China Invention Association in 2022.
3. The series of invention patents about "Architecture and Application of Sovereignty Network" won the only diamond award of the 2022 British Invention Show (BIS). This was the first time that Chinese exhibitors have won the highest award since the show began more than 20 years ago. And it also won the 10th Macao International Patent Fair "Belt and Road Innovation Special Award".

李挥、清华大学本硕、香港中文大学博士,必威betway西汉姆联教授,博导,国家重大科技基础设施未来网络试验实施北大实验室主任,深圳市信息论与未来网络体系重点实验室主任,国际院士科创中心信息学部首席科学家,联合国科学和技术促进发展委员会指导世界数字技术院专家组专家;中关村军民融合信息装备产业促进会金网工程GW星座网络总工程师,工信部主管拟态技术与产业创新同盟副理事长,新华社元宇宙与数字经济联盟核心专家,云南财经大学兼职教授,全国数字经济与电子商务实验室主任、广西大学兼职教授。清华大学必威betway西汉姆联学士、硕士,香港中文大学信息工程系哲学博士。IEEE区块链深圳专家委主任,Fellow of IET,俄罗斯自然科学院外籍院士。

1. 为全球贡献了网络空间命运共同体的技术方案--多边共管多标识网络体系MIN
2019年李挥教授团队在国际首先给出习总提出的网络空间命运共同体的技术方案,提出突破IP单一标识瓶颈的多边共管的多标识网络体系MIN,并在大中华区大规模运营商网络上完成原型验证,该项目被评为2019年第6届乌镇世界互联网大会领先科技成果。2020年工信部分管部长主持论证决定采用MIN体系做为中国工业互联网自主可控根系统的技术路线,并发布资助2亿的项目,李挥团队受邀为该秘密项目准备技术指南,同时受邀为该项目的牵头投标方。
李挥团队在国际上首先提出第一个顶级根标识域名各国多边共管以支持全球互联互通,顶级以下的各级标识域名各国自主管理以体现网络空间主权独立的“多边共管主权互联网”的概念和网络架构,也是人类网络空间命运共同体的第一个技术解决方案。李挥出版了第一本该主题的专著《多边共管主权互联网---法理依据及其基于MIN架构的原型实现》2020年8月由清华出版社出版,其扩展英文版《Co-governed Sovereignty Network: Legal Basis and Its Prototype & Applications with MIN Architecture》。这个是全球首次建立多边共管网络空间联合国的网络体系及技术方案。2022年,“多边共管主权互联网结构体系和应用”系列发明专利获得素有全球最严格严谨发明展之称的不列颠英国发明展览2022年度国际发明总冠军--钻石奖。
MIN入选2023年中央网信办“携手构建人类网络空间命运共同体”全球智库征文成果、发表在《中国网信》2023.10月刊技术前沿栏目、并作为第十届WIC“促进网络基础设施互联互通论坛”成果向全球发布;MIN被邀请在2023.11月第十届世界互联网大会IEEE国际多边论坛做主旨报告《人类网络空间命运共同体理念之解决方案MIN --根治IP体系三大顽疾的全球第一方案》。MIN被联合国科技委邀请在日内瓦第27届科技大会在世界数字技术峰会上做主题报告;MIN被联合国工业发展组织全球制造业工业峰会GMIS邀请在维也纳“智能制造”论坛做主题报告。
MIN是支持Web3.0的理想架构体系,元宇宙是MIN上的一种应用:MIN小型场景包括高安全需求的政府、军方、广电、金融、电力等大型企业或关键行业专网。基于MIN的融合AI和5G等先进技术的移动高安全专网。MIN的中等场景包括工业互联网、车联网场景,支持百亿级以上标识条目的生成、寻址和解析。2020年工信部工业互联网已采用MIN-VPN作为中国自主可控的根服务系统的网络架构,摆脱对美国所掌控的DNS和Handler等系统的依赖。MIN的大型场景是网络空间命运共同体,保障各国的后IP新型标识空间多边共管互联互通又主权独立,进而构成拥有独立网络主权的网空联合国,成为后IP的全球公共网络体系。
2. 最早把随机过程鞅的理论应用到网络抗攻击量化安全分析模型中,实现动态量化统一分析。
基于MIN高安全专网MIN-VPN和高安全车联网MIN-V2X系统在在近三年内部专业团队、公安部对央企的护网行动、兵器部主办信息安全对抗赛ISCC、紫金山强网拟态挑战赛、世界智能网联驾驶挑战赛等全球著名的大规模公开的网络安全挑战赛中,作为实战靶场经受住全球数千个战队长时间攻击,赏金分文未损、 证明其安全性比IP-VPN有指数级的提升。融合该模型的MIN的高安全专网MIN-VPN和拟态分布式存储系统产品入选2021年中央军委总装备部首届大数据装备论坛及展览会,全国只有21家单位受邀参展。主笔工信部指导的2022智能网联汽车蓝皮书《2022中国智能网联汽车产业发展报告》的网络安全章节,推动MIN-V2X成为中国智能网联汽车高安全网络的标准体系。
5. 在区块链共识算法及应用的研究国际领先,在国际首先提出了用于联盟链的投票共识算法(Proof of Vote)及基于信任的共识算法(Consensus of Trust),系统地解决了超大规模高通量联盟链的CAP三难困境,已授权的2项美国专利是中国最早在美国获批的区块链相关专利,及5项相关回国专利。代表性专著《区块链的共识算法原理及应用——以多标识网络体系管理系统为例》由科学出版社于2019年12月出版。
3. 提出解决区块链大规模联盟链CAP三难困境的方案
在区块链共识算法PPoV及应用的研究国际领先,提出系列专利系统地解决了超大规模高通量联盟链的强一致性高可用性及分区容忍性的CAP三难困境,是中国最早在美国获批区块链专利第一发明人。该区块链共识核心系统授权近20项中国专利,是MIN体系的核心技术之一,也是数字经济数字社会的技术支柱。专著《区块链的共识算法原理及应用—以多标识网络体系管理系统为例》由科学出版社2019.12出版。其英文版专著正在准备美国Wiley出版中。
4. 提出分布式存储中计算复杂度最优的若干码子
我们在分布式大数据云储存的理论研究及系统研发方面国际领先,成果被IEEE Spectrum《科技纵览》系列跟踪报道。最早提出以纠删码为分布式存储系统的编码方案,获得中国美国专利授权,从2013到2021年连续9年任IEEE Inter. Conf. on BigData的分布式存储系统及编码Workshop主席,提出的基于G(2)域的RS纠删码达到理论上最优,是目前业内最优的编码,已经获批中国专利申请PCT及美国专利。我们提出的基于G(2)域的再生码(RGC)BMBR/BMSR是计算复杂度最优的RGC,使得RGC达到实用的程度,已经获美国专利授权,并收录成为维基百科和百度百科的学科词条,全球互联网冷数据分布式可靠安全存储的事实标准。

1. MIN:多边共管的多标识网络体系及其在运营商网络上的原型实现,世界互联网大会领先科技成果推荐委员会评为2019年第6届乌镇世界互联网大会领先科技项目。MIN: Co-Governing Multi-Identifier Network Architecture and Its Prototype on Operator's Network;2023年入选为中央网信办全球携手网络空间命运共同体全球智库征文成果,在第十届乌镇世界互联网大会发布,并被邀请在国际多边论坛做主旨报告。2023年被国家各部委及省市政府邀请为网络空间安全,车联网安全、数字经济,大数据大会主题报告30余场。在高过10场公开的全球网络攻击比赛及智能驾驶挑战赛中作为靶场及实车靶场均未被黑客攻陷或操控,我们提供的赏金分文未损。
